New fee slapped on non-EU online orders

Online purchases arriving in Hungary from outside the EU are subject to a €2 handling fee from Sunday, in addition to an existing €3 flat-rate customs duty on certain imports, Portfolio writes based on a background discussion with EU officials.

The new fee applies regardless of shipment value and is charged per product item rather than per parcel. A shipment containing three different product categories could therefore incur €6 in handling fees, while goods also subject to the flat-rate duty could face combined charges of up to €5 per item, excluding VAT.

The tax authority NAV handled around 22 million parcels between July and September.

Across the EU, the number of incoming small parcels fell by more than 60% year-on-year in August and September, after the introduction of the €3 customs duty in July.

The European Commission aims to improve product safety and consumer protection by ensuring that customs authorities not only collect duties and taxes but also check that goods entering the EU comply with EU standards.
