The GVH emphasised that whole grain flour content must be at least 50% to qualify for using the label. The misleading practice had been ongoing for several years and affected vulnerable consumer groups, according to the competition authority. Lidl contested the fine, saying regulations only specify requirements for bread but not all bakery products and said the supplier had guaranteed the legality of the "whole grain" label.
