Hungary ready to start talks on Norway Grants



After a long break, negotiations could restart between Hungary and Norway about the utilisation of the Norwegian Grants to Hungarian NGOs.

Szabad Európa reports that the Hungarian government and Norway could begin official talks before the end of the year and reach an agreement by next summer.

This would be a significant step for accessing the funds suspended since 2021 from which hundreds of millions of euros could be made accessible to Hungary.

The EEA and Norway Grants are a funding mechanism operated by Norway, Iceland and Liechtenstein in exchange for their free access to the European single market.

The money is made available to lesser advanced EU member states, for the purposes of social projects, environmental protection investments and infrastructure development.

The system of allocating the funds in Hungary for the years 2014-21 became a major source of controversy when the government insisted on allocating the funds for NGOs, in contradiction of the donors practice of assigning this task to an independent NGO.

As Norway did not accept this, the conflict ended up with Hungary not only forgoing the funds for the given term of office, but no agreement was reached for the 2021-28 period either.
