Gov’t to tighten rules on guest worker employment



The government is set to further tighten its rules on employing guest workers, according to the Economy Ministry.

A new draft proposal aims to standardise penalties for work permits, rejecting applications if the employer has been fined for labour or safety violations in the year prior.

Permits may be denied if employers refuse to hire Hungarian workers without valid reasons or act in bad faith during mediation.

Private employment agencies will no longer be allowed to recruit workers from non-EU countries.

The draft also emphasises aligning workforce training with market needs, and introducing incentives to boost job-seeker participation in relevant programmes.

This is intended to help activate the domestic labour reserve and meet the needs of businesses.

The proposed changes will place more responsibility on companies wanting to hire non-EU workers, potentially increasing their administrative and personnel costs, making it preferable to employ Hungarian workers.
