ECHR finds state failed to punish torture

The European Court of Human Rights in Strasbourg ruled yesterday that the state violated the rights of Péter Attila Tarjáni by failing to adequately investigate his allegations of torture by police.

The Helsinki Committee, which acted on behalf of the plaintiff, said Tarjáni entered Orosháza police station in good condition, came out with broken legs, a bloody nose and broken teeth.

The Committee said it reported the matter to authorities, but prosecutors did not even carry out the most basic investigative actions.

The European Court remarked that an absence of penalties encourages police abuse and awarded the plaintiff €7,500.
